Holbrooke’s statement on Karadzic is awfully crisply worded:
No one in the U.S. government ever promised anything, nor made a deal of any sort with Karadzic. [...?] In subsequent meetings, as a private citizen, I repeatedly urged officials in both the Clinton and Bush administrations to capture Karadzic,” Mr. Holbrooke said. “I am glad he has finally been brought to justice, even though he uses his public platform to disseminate these fabrications.
In other words, a non-USG intermediary acting on my behalf made promises to and a deal with Karadzic; Karadzic waited a suitable amount of time, and then I didn’t break break my non-word.
Holbrooke is trying to safeguard his honor on the theory that if he’s exposed as a calculating liar, it will negatively impact his ability to act as a calculating liar in the future. Karadzic is involved in an similarly circular exercise.
